It matters for one practical reason. A vendor who has already been through federal registration, invoicing and payment is a vendor your finance office has seen the shape of before.

How A Bulk Order Actually Runs
Agency and bulk orders do not go through the retail cart. They run on paper, in this order. Orders under twenty units do not: those go straight through the shop at list price, and we would rather you did that than wait on a quote you do not need.

Federal, state and municipal purchase orders are accepted, and have been since 2008. Your terms travel with your PO.
Vet, Then Ship
Multi-address shipping so each precinct, station or campus receives its own. Every order is vetted before anything leaves, including a department's.
“What is the minimum, the lead time and the price?”
Lead times depend on specific times of year and demand, so ask at the time and you will get the honest answer for that week rather than a number that turns out to be wrong. Price and minimum depend on the mix: how many designations, which carry options, how many ship-to addresses. Publishing one number for all of it would be guesswork dressed as a price list.
