That is the whole mechanism. The banner works because it is believed instantly, and it is believed instantly because the word is not available to whoever wants it.
Every banner sold to someone entitled to wear it makes the next one more credible. Every banner sold to someone who is not would do the opposite, not just for that one person, but for everyone already wearing one.
So the check is not a formality we perform to look responsible, and it is not a hurdle we would remove if we could. It is the product. Take it away and what is left is a printed sash.
This is also why there is no exception for a large order, a repeat customer, or a department. Everyone goes through it, every time.

Different roles carry different paperwork, so the ask is different. What does not change is that something has to establish you are entitled to the word you are ordering.

Then call before you order rather than after. Chaplains, coroners, court staff, campus teams, volunteer response, plenty of legitimate roles do not have a neat credential, and some of them still need identifying to an arriving unit.
